The Research On The Evolution Of Ningbo Industrial Structure And Its Effects

The sustainable development in a country or a region has a close relationship with the industrial structrue.The appropriate industrial structure can promote the sustainable development, while an inappropriate one will be a hindrance. Therefore, it has been a request and long-range mission for sustainable development to speed up industrial structure optimization and industrial upgrade. As one of the most important open cities in eastern coast, Ningbo on the one hand have achieved remarkable results in its economy, and on the other hand have given rise to some problems, such as low productivity effect,environmental pollution and increasing energy consumption.Therefore, studying the evolution of Ningpo city's industrial structure and its effect on the economy, environment and energy has certain practical significance.Many people,both at home and abroad, have done a lot of work on the economic,environment and energy effects of industrial structure, and also they have accumulated lots of research methods. However, at present, only little pertinent literature has been applied to the particular region of Ningbo city. Furthermore,the existing literature usually only considers the isolated economic, environmental or energy effect of industrial structure,but little literature has combined three effects into the same framework.This article explores the overall evolution of Ningbo's industrial structure by studying the structure of its output value and the structure of labour.Meanwhile,it further explores the industrial structure difference in all regions. Ningbo's industrial structure has the trait of the ranking of"secondary industry, tertiary-industry, primary industry".The main reason is that the second industry has formed scale economy by gathering a lot of capital and labour, and large research input is a continually force behind.On analysing the economy effect of Ningbo's industrial structure, this article calculates the index of section response elasticity, industrial structure's contrubution to economy and effect of resource re-allocation.Based on these data, some conclusions have finally been reached,for example,the impact of the third industry on Ningbo's economy is the most unstable;its economy depends on the second industry to excess and still have not gotten rid of coarse develop mode;the technology level of present industrial structure is not very high enough.On analysing the environmental effect of Ningbo's industrial structure, this article discovers that Ningbo's high-speed economy growth has led to environmental pollution after 2005. By calculating the index of IIISNE and constructing the grey correlation model, it is found that the primary industry has the closest relation to water pollution, then the second industry and last,the third primary. On analysing the energy effect of Ningbo's industrial structure,after giving the brief introduction Ningbo's energy consumption, it can be seen that as Ningbo develops, its consumption of primary energy grows year by year,though the consumption of energy per unit of GDP drops gradually. By further drawing fitting curve of ESD and consumption of primary energy and constructing Panel data model of ESD and energy intensity, this article discovers that the consant change of Ningbo's industrial structure speeds up the consumption of primary energy, but reduces little of the energy intensity.
