The Third Academy of CASIC is a technology intensive manufacturing enterprise of aerospace products, which is established on the basis of precision manufacturing, chemical industry, electronic industry, software industry and other sophisticated techniques. The aerospace products belong to the category of complex product, which have the characteristics as:complicated composition, high cost, high reliability requirements, difficult in design and manufacture, various in kinds, small production number of each kinds, various special equipment and devices used. These characteristics of aerospace products bring following features to the material purchasing for aerospace products:various variety, small quantity of each kind, frequent changes in planning, long period, high quality requirements, limited selection of suppliers and strict requirements.With the aggravation of market competition, the requirements for the design and development speed, product price and quality of aerospace products are higher and higher. Through consulting the experts and personnel in purchasing management, eight main causing factors are got through further analysis. After making use of the interpretive structural model to analyze the extent of influence, the result interpretive structural model affecting the material purchasing of the Third Academy of CASIC is established. The main affecting causes are:the extent of unitive purchasing, the standard of material selection and planning and management mode, the information level and the selection of suppliers. The five main factors can be solved through the purchasing strategy such as:unitive material purchasing within the Third Academy, compiling elements and components preference catalogue and optimizing the planning and management, improving the informatization, establishing the supplier evaluation system, etc. The guarantee methods such as ideological guarantee, organizational guarantee and resource guarantee are proposed to improve the management level of the material purchasing and meet the requirements of the Third Academy of CASIC.
