The Study Of Housing Security Management Information System

Housing problem is an important livelihood issue, housing security system construction is an effective way to solve the housing problem of urban low-income families and effective measures to help build a harmonious society and maintain economic and social stability and development. In recent years, due to the government attached great importance to the work of China's housing security system, great progress have been made in both housing security system construction and solving the urban low-income families' housing problems. Huge amount of date and information will be generated in the implementation process of housing security system, including basic information for those applicant families' information, information on housing availability, construction, and distribution, information on housing security plans and security standards. With the increase in the amount of housing support services, the housing security administrative departments assumed huge amount of information processing tasks, which reduced the work efficiency of administrative office. To solve this problem, speeding up the construction of housing security management information system has become an urgent need for housing support work.This paper firstly summarized the current status of housing security system construction and information technology application, learning from the foreign public housing policy and information technology experience, analyzed the existing problems of China's housing security information technology construction. This paper established a three-level of city, district and street co-management body for the housing security management. Analyzed the demand of information construction at different level of department. These demands coupled with the existing housing security work processes builds the new standardized business process. According to the demand analysis, the paper further analyzed the function of housing security management information system, including: administrative work, security object management, housing availability management, security planning and financial management. Then, the paper proposed a system construction plan based on the work process analysis and system function analysis. Elaborated on the system overall framework, data center construction, and user access of the system. Finally, proposed the guarantee measures for the system implementation from the perspective of staff organization, system safety and legal protection.
