Research On Improving Social Insurance Agency Services Toward The Town Workers In Beichen District

Social security is the policy that ensures people's lives and keeps the country safety, and it's an important part to establish our socialist harmonious society. Strengthening social security system and improving people's livelihood have been placed a very important position by the Party Central Committee and the State Council, and a series of major decisions and plans have been arranged, which imply the building of social security system has entered an accelerative developing period. Social insurance administration is directly related to the vital interests of the people and the development of social insurance. The implementation of various social insurance policies largely depends on the ability for social insurance management,the service quality and the efficiency. In current environment, the work of social insurance administration in Tianjin not only facing unprecedented challenges, but also coinciding with the rare opportunities for development.In this paper, taken the social insurance agencies of Beichen District in Tianjin as an example, we studied the problems existed in social insurance services and the measures that how to resolve them. Firstly, this paper discussed the basis about the theory of social insurance services, and regarded the work of social insurance administration from the view of building a high-level social and service-oriented government. Specifically this paper also introduced the condition of social insurance services and administration about Tianjin and Beichen District; Secondly, by comparing social insurance administration services in Tianjin with that in other provinces and relevant industry service benchmarking, this paper wanted to find the gaps between social insurance administration services in Tianjin and that in other cities; Thirdly, this paper designed a questionnaire named "do social insurance convenient?"for both active employees and retirees to survey their general attitude to social insurance services, their reflection on present situation of social insurance services and their wish about the future reform of social insurance services. In this way this paper got some useful enlightenment about the reform of social insurance services; Finally, by analyzing difficulties on structure, policy, procedure, personnel and technology that existed in social insurance services,this paper submitted some proposals to improve social insurance services and specifically it have given six suggestions to perfect current operation, which included strengthening the training of stuff in institution,facilitating payment, inquiry and informed,perfecting the service hotline 12333, approaching the community and so on.
