| With the accelerated process of market and deepening of reform of state-owned enterprises, the performance management on enterprise management is becoming more and more important, and the indispensable management means in strategic management of the enterprises. The level of performance management has become a key factor of whether the enterprise can be based on the market and developed.On the basis of analyzing present condition of management of overall performance and domestic and foreign advanced management experience in enterprise performance management, the author chooses a state-owned coal enterprise as the study object , explaines the basic theory of performance management, designes the overall model of performance management, and carries out the model design for the performance assessment as the core part of performance management in terms of principles and methods, objects and subjects, index system, weight system, standards and ratings of performance indicators ,and etc.According to the design model, the author has carried out a specific design on performance appraisal method of departments and individuals,in which the author applies the quasi-BSC identification of key indicators, weights design, the standard indicators and scoring methods, and other operational levels. It has broken through the boundaries of emphasis on qualitative and quantitative contempt in coal production enterprises, designed a more scientific, reasonable and effective performance appraisal method that maximizes to guide the behavior of staff towards the strategic goal of enterprise so as to achieve the aim of the performance management.In the end, the author analyses and elaborates the supporting management systems of performance management from several aspects such as implementation of the preparation, process control, performance improvement, and etc. |
