| The development of youth human resource refers to the theory and practical work which aim at improving the youth quality, unearthing the youth potential, reasonably allocating and using youth human resource. As for the state-owned coal enterprises, enhancing the development of youth human resource is helpful to mobilize the enthusiasm of young employees, to improve the enterprise performance, and to form the sustainable competitive advantage, as well as to increase the level of enterprise management and enterprise sustainable development. The state-owned coal enterprises have begun to attach great importance to the development of young human resources, but there is also lack of appropriate management system and working mechanism in practical work.From the basic concept of human recourses, the current situation of human recourses in the state-owned coal enterprises, the origin, development and connotation and essence of the development of youth human recourses, as well as the necessity and importance of enhancing the work of the development of the youth human recourses, the thesis elaborates the meaning of the development of youth human recourses. It takes the Shanxi Coking Coal Group as an example, and proposes the specific measures to advance the development of youth human recourses in state-owned coal enterprises based on the analysis of the problems existing in the development of youth human recourses in the state-owned coal enterprises. The specific measures are mainly on the basis of some advanced theories on human recourse development both at home and abroad. And the article presents the methods and measures which are used to promote the construction of youth human recourses in state-owned coal enterprise from the point of selecting, educating and employing youth employees.
