Automobile recall system is a service system that manufactures repair, replace or withdraw defect cars on the market to effectively eliminate hidden hazards. With the frequent recall in recent years, the imperfect recall mechanisms of automobile manufactures get more and more attention. The shortage of parts supply has become the bottleneck that restricts the successful recall service. For this problem, this paper made a systematic and deep study on the emergency management of parts supply in the event of automobile recall.This paper analyzes the procedures in the automobile recall regulations of our country, summarizes the causes of automobile recall. Then this paper concludes the characteristics of the emergency supply of parts, that is sudden and uncertainties, the limited emergency resources and time urgency. Based on these characteristics, this paper studies the emergency management of parts supply focusing on the following three parts.First, because of the large scale and time concentration of repair, the original maintenance stations are unable to fully meet the needs of users. So this paper proposes to increase some qualified emergency maintenance stations to share part of the maintenance work after the automobile recall happens. For how to select these emergency maintenance stations, this paper establishes an evaluation index system for emergency maintenance stations. The emergency supply capacity of the maintenance station is added into the index system as the most important factor. Then, this paper uses the combination weighting approach combined by G1 method and entropy weight method to determine the index weight. Second, to establish emergency parts distribution centers to achieve rapid response to the needs of maintenance stations. For the location selection of distribution centers, this paper presents the principle of the location selection of emergency distribution centers in the event of automobile recall. Then this paper establishes a model of the location selection of emergency distribution centers by improving the P-median model. For the distribution center management, the paper introduces the concept and statistical method of the response rates to automobile recall. Then this paper uses the response rate to calculate the actual number of traceable parts that can be really recalled.Finally, this paper proposes the emergency distribution mode for spare parts based on the determined locations of maintenance stations and distribution center. For the unified distribution mode from distribution center, this paper establishes an emergency distribution planning model with soft time windows constraint. The vehicle's fixed costs, transportation costs, waiting costs and delay costs are added into the objective function. Then this paper uses improved C-W method to solve the model.This paper studies the emergency management of parts supply in the event of automobile recall. It can be a reference for other industries both in domestic and foreign countries in emergency management.
