In 2012, the Central Committee issued an important document named "Opinions on accelerating the innovation of agricultural science and technology and continually increasing the supply capacity of agricultural products "highlighting that agricultural science and technology was the foundation to ensure national food security, was the inevitable choice to break through the constraints of resources and environment, was the decisive force to speed up the construction of modern agriculture, and demanding insist on the strategy of science and technology developing agricultural, put agricultural science and technology on a outstanding position, make a decision to break through the system obstacles, substantially increase investment in agricultural science and technology. As China’s main supply base of agricultural products, Sichuan was in the key stage of transforming production mode from the traditional agricultural to the modern agriculture。 Whether agricultural science and technology could give full play to the role of leading and supporting or not, would decide this transformation can be successfully completed in the very great degree. Therefore, accurately grasping the situation of agricultural science and technology of Sichuan Province, profoundly analyzing its restricted factors, reasonably proposing targeted and operable countermeasures and suggestions had a very important practical significance on fully implementing the Central Committee’s spirit of " accelerating the innovation of agricultural science and technology and continually increasing the supply capacity of agricultural products ", and ensuring agricultural production increasing, farmers’income raising and rural prosperity in Sichuan Province.This paper was the first one making a systematic study on agriculture science and technology competitiveness of Sichuan province. Using multi-index comprehensive evaluation analysis method, following the scientific, comprehensive, comparable, operating principles, the paper designed an index system evaluation agricultural science and technology competitiveness. The system included 5 second-level indexes (agricultural science and technology input, output, achievement spreading, economy and social development, development environment),11 third-level indexes and 35 fourth-level indicators, and using AHP to determine weights. The paper selected Guangdong, Zhejiang, Hubei, Jiangsu, Henan, Shandong province that agricultural science and technology strength was strong or had regional representative features as the evaluation object, collected and standardized original data of evaluation index, made a horizontal comparison of agriculture science and technology competitiveness with Sichuan province according to the calculation results. The results showed that the agriculture science and technology competitiveness of Sichuan province ranking fifth in the 7 provinces, reflecting there was a large gap on agriculture science and technology competitiveness between Sichuan province and advanced provinces.Through in-depth understanding the development situation of agricultural science and technology of Sichuan Province, combined with the evaluation results of the evaluation index system of agricultural science and technology, the paper found 5 factors restricted the development of agriculture science and Technology Competitiveness of Sichuan province:the lack of financial input in agricultural science and technology, the investment structure of agricultural science and technology was not reasonable, the lack of basic agricultural science and technology talents, the achievement promotion system of agricultural science and technology weakened, the coverage of agricultural information services was narrow. Based on the above analysis, the paper proposed to increase inputs in agricultural science and technology, strengthen the construction of agricultural science and technology talents, build agricultural science and technology innovation platform, strengthen the transformation of agricultural scientific and technological achievements, strengthening the popularization of agricultural science and technology, build agricultural science and technology information service platform to promote agricultural science and technology competitiveness of Sichuan province.
