The development of knowledge-based economy has brought economic andsocial extensive and profound influence, organizations have to adjust the internalstructure to adapt to the changing of the external environment. Organizational changeand growth issue has also become a hot topic of academic research. Various neworganizational models has been proposed continuously, the government'sadministrative paradigm is also constantly looking for innovation and change. Theexisting theory of organizational change and growth are mainly based on managementand economics and confined to business organizations. So, it has certain necessity,rationality and creativity to study the motivation of organizational change and growthprocess from the perspective of knowledge.This paper use the "Axilprinciple", try to explain the organizational change andgrowth in social system with knowledge factor as the axis. Based on the backgroundof knowledge-based economy Era, analyzed the knowledge attributes of bothadministrative organization and enterprise organization. The change motivation andtendency were studied from knowledge potential; the organizational growthmechanism were studied from the relationship between knowledge stock and theevolution of organization life cycle. Based on this, the mode and growth path ofadministrative organization and enterprise organization are proposed. The studyconcludes that:(1)Knowledge stock is a comprehensive index, covering the human knowledge,customer knowledge and organizational structure knowledge. Administrativeorganization and enterprise organization as the main two types of social organizationthey have the same knowledge attributes——as a knowledge entities, make the use ofknowledge resources to provide customers with high knowledge content products.Their change tendency and growth path are also basically the same in theknowledge-based economy era.(2)The knowledge trend of organization's activities is evident, the organizationalstructure is changing to be more flat, network, teaming-up , flexibility, miniaturization,and intelligence.Organization mode tends to be knowledge, learning andservice-oriented.(3)The fundamental cause of organizational change is the existence ofknowledge potential difference among organizations. Organizational knowledge potential differences in the core areas promote organizational learning from the others,and organizational knowledge potential in different fields promotes organizations toform the knowledge alliance.(4)Organizational growth is based on knowledge creation and utilization, and theorganizational size is determined by the level of knowledge stock. The equilibriumeffects and delay effect exist in the organizational knowledge management, so thereare different focuses in knowledge management at different stages of the life cycle oforganization.(5)Organizations should build a knowledge-based organization; administrativeorganizations should build a knowledge service-oriented government as the goal. Inorder to achieve the sustained growth in the era of knowledge economy, organizationsshould implement differentiated knowledge management strategy at different stagesof the life cycle, and organizations should improve the level of organizationalknowledge stock from three aspects of human knowledge, structural knowledge andcustomer knowledge.
