Coupling Degree Analysis Of Intensity Of Intellectual Property Protection And Innovation Capability Of Anhui Province Under The TRIPS

With the development, the innovation economy's development becomes more and more important in national economy. These two big factors which are the region intellectual property protection level and the region innovation ability are indispensable to the region innovation economy's development. But the massive researches indicate that the region intellectual property protection level and the region innovation ability are not one kind of simple linear relationship which we usually think the intellectual property protection level is higher, region innovation ability is stronger, and will even more be able to promote the region innovation economy development. But both are one kind of misalignment and more complex relations. If we can deal with this kind of relations correctly, we will promote the region innovation economic development, but at present we do not have the consistent view about this relation. In this paper we use the coupling degree theory which is in physics to explain this kind of relations to instruct our practice well.The article takes Anhui Province as the example to better express the coupling degree relations between the intellectual property protection level in TRIPS agreement and the region innovation. First we analyze the five aspects of Anhui Province intellectual property protection in TRIPS agreement, which are international convention member, the protection coverage area, the law enforcement mechanism, the patent protection deadline and the protection loss provision. Second we analyze region technological innovation investment ability, deliver ability, diffusivity and the support ability, which construct the Anhui Province region innovation ability. We think the coupling degree of Anhui Province is moderate coupling and reluctantly coordinated at present by the coupling degree theory. In order to strengthen coupling degree, Anhui province must strengthen the region innovation economic basis facility construction, increase innovation system supply, use the intellectual property system reasonably, and perfect the regional economies innovation system, to promote the innovation economy development of Anhui province.
