Research On The Coupled And Coordinated Development Of Intellectual Property Protection And Regional Innovation Capability

With the rise of a new round of scientific and technological revolution,China's economy has shifted from a high-speed growth stage to a high-quality development stage.The mode of economic growth has shifted from traditional factor-driven to innovation-driven.Technological innovation and knowledge accumulation are increasingly becoming key elements for promoting economic growth and transformation and upgrading.As a system arrangement,intellectual property protection has played an important role in promoting the development of regional innovation.The protection of intellectual property rights can ensure that the subject of innovation obtains exclusive benefits and stimulate the enthusiasm of subjects,thereby enhancing regional innovation capabilities.At the same time,the improvement of regional innovation capabilities also proposes higher requirements on intellectual property policies and scope of protection.However,excessive intellectual property protection will hinder the spread and application of knowledge and technology,form the technological monopoly,and negatively affect regional innovation and development.It can be seen that intellectual property protection and regional innovation capabilities are non-linearly related.Clarifying the internal relationship between the two is of great practical significance for accelerating China's construction of an innovative country.First of all,the existing research results are sorted and summarized by consulting relevant literature,and the nonlinear relationship between intellectual property protection and regional innovation capacity is defined as a coupling relationship.Secondly,based on the development status of China's intellectual property protection and regional innovation capabilities,construct an evaluation index system;based on the coupling theory and the gray system theory,construct a coupling coordination model,a gray correlation model,and a GM(1,1)model.Finally,taking 30 provincial regions in China as research units,2009-2017 was selected as the research period for empirical analysis.The coupling coordination degree model is used to measure the level of coordinated development of intellectual property protection and regional innovation capabilities in each province.The evolutionary characteristics of the coupling coordination degree are analyzed from two dimensions of time and space.Comparative analysis of influencing factors;using the GM(1,1)model to predict the coupled and coordinated development trend of intellectual property protection and regional innovation capabilities in each province in the next 5 years.The conclusions of research are as follows: Firstly,from the perspective of time,from 2009 to 2017,the level of coupled and coordinated development of intellectual property protection and regional innovation capabilities in 30 provinces in China maintained a steady upward trend.Secondly,from a spatial perspective,there are regional differences in the coupled and coordinated development of intellectual property protection and regional innovation capabilities,showing a stepwise spatial pattern of "Eastern> Central> Western",and there is a significant spatial agglomeration phenomenon.Thirdly,from the perspective of influencing factors,there are differences in the influencing factors of coupled and coordinated development in different types of regions,and the same influencing factors have different effects on the coupling coordination degree of different types of regions.Among them,the strength of R&D human and financial investment and the ability to transform scientific and technological innovation achievements are the main influencing factors.In addition,high-level coupled and coordinated regions should strengthen the cultivation of high-tech enterprises;moderate-level coupled and coordinated regions should increase the enforcement of courts and intellectual property administration;low-level coupled and coordinated regions rely more on government funding and the introduction of innovative talent.Fourthly,from the perspective of forecast trends,by the end of 2022,the number of high-level coupled and coordinated regions will remain at 4,the number of moderate-level coupled and coordinated regions will increase to 13,and the number of low-level coupled and coordinated regions will decrease to 13.The overall level of coupled and coordinated development will be improved.Accordingly,corresponding countermeasures and suggestions are proposed to promote the coupled and coordinated development of China's intellectual property protection and regional innovation capabilities.
