The Study Of PPP Partners' Selection And The Distribution Of Benefits Of The Changing Based On The Incompleted Information

PPP is a new financial mode, it is used to improve the level of infrastructure, address the shortage of resource and management of public sector inefficientcy. In this financial mode, the public sector have to establish a harmonious and effectice cooperation with the private sector in order to make the PPP can achive the desired objectives. However, the researches of PPP almost focus on the concept and risk, the studies abou how to establish and maintain the public-private partnership are very poor. Therefor, it is needed to find an effective way to select, establish and maintain the relationships between pubilic sector and private secor. This paper has done some studies based on the objective.First of all, the paper comprehensive analyze the theory of PPP's relationship, explain the threefold ahout the PPP's partners which based on definating the concept about the strategic alliances and according to the special nature of PPP. Then it defines the board of PPP's partnerships. Based on that defination, and according to the cases about the PPP, the papter futher define the narrow definition of partnership. Then the paper put the partner to three types. By the analysis, this pagraph defined the subject and the types; it laid the foundation of research.Then according to the cases of the partners'seletion, the paper analyzes the advantages ande disadvantages of the Olympic project. It describes the principles about how to establish the relationships bwteen the public and private. Then it analyzes the factors which affcet the selection of partners. Finally, it constructs a three-stadge model of the selection, in order to select the best partner.By the change of the enviroment, when the partners can not meet the requests for cooperation, the government can change the partner to meet the needs of PPP construction. For this reason, the paper studies the changes of partners. It summary the case of the PPP's changing, summed up the reasons of the changing, classify the types of the changing, then analyzes the effectivenessof the changing and the impaction on the distribution of benefits.Finally, the paper has constructed the whole process of partnership management framework based on analyzing the selection and changing. Basing on the explaining the difficulties of management, the paper find the effictive management measures, in order to ensure the relationship can development stability.
