With the gradual opening up of China's financial markets, especially China's accession to WTO, China's booming banking sector, competition among commercial banks, is intensifying. Banking is the foundation for the development of a national financial, social and economic life is the key to stability, the banking industry is stable and healthy development of China's financial industry is directly related to the development of national economy as a whole. A good performance appraisal system to improve the competitiveness of the banks themselves, sustainable development and further capacity expansion, the establishment and improved performance appraisal system is a reasonable and healthy development of the important guarantee for the bank, one of commercial banks Competition to some extent also reflected in the use of performance management aspects of competition.Like all businesses with commercial banks in China is to achieve the ultimate pursuit of maximizing the value of banks in the competitive market to achieve sustainable development. The realization of this goal depends on the bank's strategic positioning and the successful completion of its strategic objectives. Balanced Scorecard-based performance evaluation system can help banks clear strategic goals to guide the daily operations of banks and strategic objectives. Therefore, the performance evaluation system based on the Balanced Scorecard can play a role in the strategic direction of the right, both can evaluate current business activities of banks, but also help the banks from the long-term sustainable development.At present, banks in China of many performance management system, but the use of the Balanced Scorecard performance system for banks to explore the research was relatively small. This paper is the use of the Balanced Scorecard from X bank's financial, customer, internal processes and learning and growth aspects of the analysis system designed to make up for the deficiencies of existing performance management system, while building X bank based on the Balanced Scorecard performance management System.
