Studies On Food Security And Countermeasure Of Shaanxi Province

Grain food is not only one kind of commodity, but also a special commodity related to national safety, society stability and development. Food security is one important part of one country's economic security system. It is paid attention not only to the developed country, but also to developing countries. So does China because of so greatly population's country.Shaanxi locates on the west part of China. Food security of Shaanxi is so important to the society stabilizing, farmer's income increasing, bio-ecological environment construction, and harmonious society set-up. Based on investigation of the grain food demand for human being consumption and industrial processing of Shaanxi province the production capacity of grain food is estimated by the analysis of natural resources, crop germplasm, and scientific technique resources in Shaanxi province. Under the analysis of current state, mainly production barrier, and storage of grain food countermeasure for food security of Shaanxi Province suggested as follow: (1) Protecting farmland by law for keeping grain food planting area to 380.0 × 10⁴hm² and total grain yield 1.30 × 10¹⁰ kg;(2) Stregthening the construction of farmland irragation system and bio-ecology for raising resistant capacity of grain food production to natural disaster;(3) Speed up development of agricultural scientific technique in Yangling for increasing grain food products scientific technique content;(4) Keeping the agricultural polices stable and carrying out the agricultural supporting projects to stimulate inatiative of fanner planting grain crops;(5) Developing sell-purching farming and set-up bases of grain food production in Weinan, Xianyang, and Baoji to increase the benefits of food grain crops planting;(6) Strengthening gain market construction and developing marketing system of provincial wholesale center, Xi'an, Baoji, Weinan, Hanzhong, Yulin reginal wholesales markets, and county primary wholesale markets system for modern circulation ways;(7) Stregthening provincial and reginal grain food storage facility and improving grain food storage system for regulating food grain storage varieties and amount;(8) Setting-up food security warning and emergency system for keeping market fluctuating.
