Human society is entering the brand-new knowledge economy era. Production-oriented management is replaced by people-oriented management in the era. Due to the high-tech enterprises' staffs' decisive function to the economical growth, society's progress and enterprises' development, modern management is the management centered on them. Based on the summary of foreign and domestic peopled-oriented management theory, this dissertation gives a summary of the modern people-oriented management. After analyzing the characteristic of high-tech enterprises' staff, culture , organization incentive and leadership, this dissertation constructs a scientific and reasonable measurement mode of intelligent capital's value and an appraisal system of high-tech enterprises' achievement. Both reflect the intelligent capital's value. After summarizing and analyzing American. Japanese and Chinese high-tech enterprises' people-oriented management practice ,this dissertation indicates the direction for Chinese high-tech enterprises' considerable development. Finally, to solve the main problems and enhance the ability to compete in the international market, Chinese high-tech enterprises' should set up an effective framework for people-oriented management with culture, organization, incentive, psychology contract and achievement appraisal.
