At the national science and technology congress in January, 2006, CentralCommittee of the CCP general secretaries, state president Comrade Hu Jintaoemphasized, the construction of the innovation country is a strategic decision which ismade by Central Party Committee and the State Council to build the comprehensiveconstruction well-off society and explore the new situation with Chinesecharacteristics socialism. Grasping and continually training the accomplishmentinnovation scientists and technicians is the inevitably request of enhancingindependent innovation ability and constructing the innovation country, is theinevitably request to achieve the national development goal, and to revive Chinesenation greatly too. Facing the coming knowledge economy time, the various countriesadjusts the industrial structure in abundance, taking the developing the high new-techindustry to the leading industry direction, making the development of the high-tech,seizing the science and technology high spot as the important method to take theparticipation in the international competition. As the core resources in the highnew-tech enterprises, how to drive the talented persons also becomes the hot spot ofthe fundamental research and the actual department who pays attention to. This articlenamed by "Reach On How To Stimulate The Talented People In The High New-TechEnterprise", started from the dependence of the high-tech enterprise to the talentedpersons, through the pondering on the high new-tech enterprise talented personstimulating theory and the problem existing, seeking to establish and consummate theeffective mechanism which the high new-tech enterprises use to stimulate the talentedperson. The article altogether divides into five parts:The first part introduced the research goal,the significance and the presentdomestic and foreign research situation. The writing goal of this article is to emphasisthe importance of talented person to the development high new-tech enterprise.Mainly pointing out that the high new-tech enterprises need to establish the system ofthe stimulating mechanism and hope that through designing the talented person stimulating mechanism to provide the method for the high new-tech enterprise and toprovide the theory basis by formulating the correlating decision-making for the highnew-tech enterprise. About the high new-tech enterprise's nature and the talentedpersons stimulating theories and mechanisms, domestic and foreign counties bothhave many research results, but two unifies, namely stimulating talented people of thehigh new-tech enterprise, the research results are not certainly abundant, soresearching on it has strong theoretical and practical significance. This part alsointroduced the present international and domestic research situation and tendency,pointing out the present high new-tech enterprises cannot extremely designsstimulating mechanisms conform to its unique character, the fundamental researchalso needs to be more thorough.The second part has analyzed the dependence of the high new-tech enterprise tothe talented person. The article defied the high new-tech enterprise as: The newenterprises which take the talented person as the dependence, take the technicalinnovation as the forerunner, take the integration of science technology andproduction in close as the character, take the research and development as the method,make the technology economic to integrate, and unceasingly improves the enterprisequality and the synthesis benefit. The definition of the talented person has based onthe discrimination in this foundation. And then pointing out that the talented personthis article needs to discuss is the high new-tech enterprise's management classtalented person and the technology class talented person, and elaborated thesignificance of stimulating the high new-tech enterprise's talented person in detail.The third part narrated the theory about the high new-tech enterprise's talentedpeople stimulating. This part introduced the hierarchy of needs theory of A. Maslow,1,954, ERG theory of Alderfer, 1,972, the needs theory of D. C. Mc. Clelland, 1,961,two factor theory of F. Herzberg, 1,957, and the goal setting theory of Locke, theexpectancy theory of V. H. Vroom, 1,964, the equity theory of J. S. Adams, 1,963, thereinforcement theory of B. F. Skinner, 1,938, and attribution theory of Kelley. HH,1,967,and so on theory, and elaborated the economic stimulating theory which areentrust—agent theory and the property right theory. The fourth part has analyzed the present situation about the talented peoplestimulating in high new-tech enterprises of our country. The article described thesituation about the talented people stimulating in high new-tech enterprises of ourcountry from the matter stimulating and the spirit stimulating. In the matterstimulating ,mainly narrated the wages and welfare stimulating and the stockholder'srights stimulating; In the spirit stimulating, mainly inspected the achievement feelingstimulating, the enterprise culture stimulating, training stimulating and promotingstimulating. In this foundation, pointed out the present situation about the talentedpeople stimulating in high new-tech enterprises of our country has serious talentedpeople drain,problematic salary system,spiritual stimulating insufficiency and so onproblems.The fifth part has designed the mechanism of the high new-tech enterprisetalented people stimulating. This chapter has made the detailed elaboration to thestimulate goal——collection of information,the stimulate subject and the object,thestimulate content,the stimulate time and place,the stimulate effect feedback, andtook the stimulate effect feedback as the next round stimulate beginning and the keypoint of the process improvement, and then defied the stimulate goal——collection ofinformation,the stimulate subject and the object,the stimulate content,the stimulatetime and place,the stimulate effect feedback as a complete,sustainable improvementprocess, constructed the theoretical model.
