| With China's entry into World Trade Organization and join into international community, commercial banks face serious challenges and fierce competition from their domestic stock holding banks and foreign counter parts, especially the market competition has translated into human resource competition from material resource competition. As a critical part of Human Resource Management, the performance appraisal (PA) plays a pivotal role. Compared with other types of banks commercial banks far lag behind in terms of management, including merit system. Based on the Investigation law research and fuzzy synthesis judgment law realization quantification study on the HUAXIA bank, this thesis conducts a detail analysis and comprehensive comparison with regards to performance evaluation and examination used in commercial banks of HUAXIA, then a advanced and applicable model of merit system is presented. A real case study of County-level branch affiliated to a bank is introduced to diagnose and analyze existing system, at the same time, a systematic scheme in terms of organizational structure redesign, post setting-up, merit system and payroll and remuneration management is mapped out, which characterized by consistency with requirement of bank branch, measurable evaluation, tally with objectives of superior banks and itself.This thesis aims at researching and studying systematic performance evaluation for the commercial banks of HUATXIA, meanwhile, probing into models utilized to check-up and evaluate performance of bank staff for the purpose of increasing business performance of commercial banks. A merit system was established for a branch of a commercial bank in the basis of systematic theory and feasible application.This thesis expounds on the theories and practices with regards to performance evaluation and examination used in commercial banks, and provides guidance to for the commercial banks to directly apply this kind of merit system to human resources evaluation system. Above-mentioned merit system has already been put into practice in the bank branch, now it isgoing through pilot test phase; we are confidant that it is beneficial to business development of the bank management system gradually. And I wish that a complete of performance established among The Huaxia Bank on the basis of theories in this thesis. |
