Evaluation Research On The Sustainable Utilization Of Land Resources Of Liaocheng

Land resources are the basic conditions for human being's survival and development, just as Karl Marx once said,"Land is the source of all production and existence."As the carrier of any natural resource and environmental element, land plays a unique role in the social economic operation. At present, the problem of the sustainable utilization of land resources is prominent: on the one hand, with the social economic development the demand for land resources becomes larger and larger; on the other hand, there is a more and more serious shortage of land resources, and especially due to the industrialization and urbanization, the land for agriculture has been dramatically reduced. Under such a contradictory condition, the sustainable utilization of land resources turns much more important. The evaluation on the sustainable utilization of land resources is the judging criterion to decide whether the land resources have been utilized reasonably and to evaluate the state and extent of the sustainable utilization of land resources, is the foundation to set up the comprehensive policies and coordinated management of the sustainable utilization of land resources, and is the basis to carry out the sustainable utilization management. Therefore, the research on the evaluation of the sustainable utilization of land resources becomes the frontier and hot question for study to which all countries and many international organizations have attached more and more importance.Based on the conclusions of the domestic and foreign researches on the utilization of land resources, this dissertation carries out the research on the sustainable utilization of land resources of Liaocheng. In the research, the author selects 30 factors as the evaluated elements from the five norms of productivity, stability, protection, economic force and social acceptability to set up the evaluation system, evaluates the comprehensive level of the sustainable utilization of land resources of Liaocheng in the time-and-place-based way from the multi-angles of single standard, and diagnoses the obstructions quantitatively by introducing the two definitions of"the deviation degree from the standard"and"obstruction degree", then puts forward the concrete measures for the main obstruction factors in order to provide the scientific basis for the management and quantitative evaluation on the sustainable utilization of land resources of Liaocheng.The dissertation consists of the following five sections:1. Introduce the natural and economic conditions and the situation of natural resources in Liaocheng, and analyze the situation and existing problems of the utilization of land resources.2. Define systemically the basic connotations and aims of the utilization of land resources, put forward the principles of selecting the evaluation standards of the utilization of land resources, and set up the evaluation system of it in Liaocheng.3. Evaluate the utilization of land resources of Liaocheng from 1994 to 2003 from each aspect in comprehensive analysis way and from different angles. This evaluation emphasizes the changing process of the sustainable utilization of land resources of Liaocheng.4. Evaluate the utilization of land resources of Liaocheng from 1994 to 2003 in the time-and-place-based way. This evaluation emphasizes on the state of sustainable utilization of land resources of Liaocheng in each year.5. Find out the main obstruction factors that affect the sustainable utilization of land resources of Liaocheng, analyze the reasons and put forward the solutions.
