So far, research on the State Owned Assets is mainlyconcentrated on the profitable State Owned Assets. As a result, thesubjects of State Owned Assets evaluation are limited in the area ofenterprise assets. However, State Owned Assets should include notonly profitable State Owned Assets, but also non-profitable StateOwned Assets, just like government assets, NGO assets andenvironment-resources assets. Thus it is the require of the theoryitself to enlarge the scope of State Owned Assets study by putenvironment-resources assets evaluation into the framework ofState Owned Assets evaluation theory.Firstly, we discuss in this dissertation theenvironment-resources assets evaluation problems in theframework of State Owned Assets Management, which provided awhole new visual angle for us to understand the significance of StateOwned environment-resources assets evaluation. Besides, whentalking about the state owned assets, most people take naturalresources into account, without any consideration of theenvironment. In this dissertation, we take environment and naturalresources as a whole, give out the definition ofenvironment-resources, and consider it as part of the procedure ofState Owned Assets Management.Secondly, we use the related theory in the environmenteconomy for reference, and build up the theory system of the stateowned environment-resources assets evaluation. That is to say, webuild the whole theory on the basis of neo-classical economy, andevaluate the state owned environment-resources assets through theestimation of the utility. Specifically, we can use four types of method(direct observation, indirect observation, direct assumption andindirect assumption) to evaluate. Although there is disfigurementand limitation of each type of the methods, they, if used together, arestill a set of effective tools to handle the environment-resourcesassets evaluation problems.Thirdly, we list three case of real study applying this set ofevaluation theory from home and abroad. In this way, thedissertation shows the practicality of this set of theory.Fourthly, we introduce several kinds of problems existed in thestate owned environment-resources assets evaluation theory,answer the potential oppugn and point out the author's basicattitude towards this problems and attacks.
