During our nation's modernization, in order to meet the demand of land use from industrialization and urbanization, it is necessary to supply an economical and intensive land use. To enhance the intensive level of land use and to realize the sustainable use of built-up land, this paper adopts regional comparative analysis as a major method to discuss the evaluation for intensive use of built-up land. All of them are based on learning the foundation of domestic and international advanced related theories, research technique and actual inquiry. Deqing and Qingtian city in Zhejiang province are the cases of this study. The main study contents and corresponding results were as follows:(1) During studying, we discussed the significance of the evaluation research of built-up land intensive use. We also made a research on its characteristics meaning, related concepts and theoretical basis of built-up land intensive use.(2) Based on the studies of many affecting factors for intensive use of built-up land by economics theory and using statistical method, we mainly explored the population density, urban scale, industrial structure and landform and finally found the dominant factor.(3) After summarizing evaluating indexes and combining the actual condition of Deqing and Qingtian city, we established the evaluation modeling system through Cluster analysis and multifactor overall evaluation, then we analyzed the trend, evolution and dynamic of built-up land intensive use.(4) We studied the development potential of built-up land use, put emphasis on per- capita land use area, average floor area ration and town building vacancy rate as well as total exploitation trend of built-up land use.(5) Through analyzing the traditional structural pattern of land use and land use pattern of USA, Singapore and Taiwan, we combined the actual condition of Deqing and Qingtian city and proposed the innovative pattern of built-up land use.(6) At the last part of this paper, we presented the advices of built-up land intensive use, including the erection of scientific land use ethics, management of the relationship of regional development and cultivated land protection, implementation of the innovation of land policy. Besides, we also established the unified harmonious regional plan system, optimized land structure and its layout and improved the quality of built-up land intensive use.
