The land pressure in Inner Mongolia Autonomous Region is much lessthan in developed coastal areas. However, in the accelerating process ofurbanization, we can not re-take the old road in eastern urban areas,that firstextensive abuse, and then intensive control, but to always carry out intensive、conservative and sustainable land principles. In particular, we need to explorehigh intensive land use in non-traditional areas. While the zone can be animportant "engine" for local economic and social development, it is able toachieve efficient and intensive land use, that is a question for building aconservation-oriented society and being the pioneer of circular economy.On the basis of summary and analysis the intensive land use both athome and abroad,this article try to summarize theory on intensified land use,in the combination of quantitative evaluation and qualitative analysis, textdescription and chart analysis, field surveys and data collection. Weresearched the land use status in Xilin Gol Economic and TechnologicalDevelopment Zone, and constructed a set of evaluation system with localcharacteristics. At last, I proposed a series of measures and recommendationscombined of land management.The main results are two. One is intensive land use in Xilin GolEconomic and Technological Development Zone generally low. The data byresearch time shows that the score of land use is93.90%, and managementperformance is98.91%, both basically reached the intensive requirements.However, the score of land use status is73.87%, resulting in integrated scoreis85.74%.Then, I further analyse intensive land use with typical enterprise inzone, found that100%,50%and80%enterprise did not meet nationalstandards in plot ratio, building covers and funds. At the same time, theintensive land use in metallurgical and chemical industry is better thanagricultural and livestock processing industry.Because the local governmentand companies emphasize too much on epitaxial expansion, while ignoringthe connotative potential of mining, resulting in the intensive land use policieshave not been able to implemented. The other is potential of intensive land use is not optimistic. The potential including extended potential、structuralpotential、reinforced potential, and administrative potential, with the total of314.5hm~2, accounting for62.9%of the total land in zone. Respectively,extended potential is134.76hm~2,structural potential is41.40hm~2andreinforced potential is138.34hm~2. We can see absolute potential is high, butrelative potential is not, especially lacking of large tracts into blocks to meetthe supply. This must be a resource implication for next new construction、industrial restructuring and infrastructure expansion, also hindering thedevelopment zone’s economic and social development.Therefore, in order to control the blind enlargement of the resource, thezone have to give full play to the role of macro-control and market in fourways. One is adjusting industrial structure and land use types. Two isstrengthening intensity land use in industrial enterprises. Three is fosteringleading enterprises or typical project. Four is limiting and guiding thedevelopment direction to promote the land use. Only in this way, zone may bestimulated to be comprehensive, coordinated and sustainable development.
