Research On The Implementation Of The Comprehensive Land Use Planning

As China is now in the accelerating process of industrialization and urbanization, the problems between resources, environment and development have become outstanding and prominent. Land use planning, as a significant macro-regulation means, has played an important role in harmonizing the relationship between the mankind and land resource. Under this background, China has initiated the third round of amending the comprehensive land use planning. The scientific study and evaluation to the land use planning's implementation will be beneficial to constituting and implementing the new overall land use planning, so the land use planning can turn into a virtuous cycle.This paper is composed of three parts. The first part reviewed and summarized the related studies of land use planning implementation both home and abroad. In the second part, the effects of land use planning and its operation mechanism are comprehended and defined. Based on this, this paper made a research on the fundamental problems of the implementation of the comprehensive land use planning, including its meaning, its basic theory (including system engineering theory, land sustainable development theory and basic national situation & policies theory), its characteristic, its system's composition, the principle and its process. Based on the research of the first two parts, the third part took Hangzhou city and Guiyang city as a case study in which the implementation of the land use planning of the two cities were compared and evaluated. In the process of case study, through the analysis and comparison between the executing of the plan index which was set by the comprehensive land use planning of the two cities and the economic, social and ecological benefits, the index system for the implementation of the land use planning evaluation was set up. By using this index system and adopting harmonization degree model, the implementation of land use planning of the Hangzhou city and Guiyang city were evaluated quantitatively. At last, the differences and the common problems between the two cities, in the process of the implementation of the land use planning, were summed up. Furthermore, some corresponding suggestions were given to the formulation and implementation of the new round of comprehensive land use planning.
