Since we enter the 21 st Century, the environment for enterprisers' business and operation is changing obviously with more and more uncertainty factors and challenges to entrepreneurs or management of enterprises. It requires the entrepreneurs or management of enterprises to have a deeply and careful consideration and well prepared development plan for the enterprises. In fact, the competition of the enterprises is the competition of the entrepreneurs or management of enterprises in terms of strategy. Chinese enterprises have entered the era that strategy decides their victory. The correct and effective strategic management to the enterprise is the key factor leading to the success or failure of the enterprise.Based on the importance of enterprise's strategy, this paper makes an analysis on China's macro economic situation, the political and legal environment for the development of iron & steel industry by means of scientific, systematic and strategic study. The 11th -Five-Year-Plan of development strategy of Hunan Valin Lianyuan Iron & Steel Co.,Ltd(Lianyuan Steel) is prepared and mapped out. That is to realize Lianyuan Steel's development strategic target of fine quality steel sheet production base with all the operation and work focused on optimization of product mix, leaded by reform and innovation, by means of expanding strategy, low cost strategy, competition strategy, innovation strategy, sales and marketing strategy.
