Valin Lianyuan steel and iron corporation (Valin Lianyuan Steel) is a large-scale state-owned enterprise in Hunan Province. Its long-range objective is to increase its steel output from 4.02 million tons in 2005 to 6.3 million tons in 2010, the sale to 24 billion Yuan, and the net profit to 2.5 billion Yuan.Facing keen competition and the changeable environment, how to draw up "The eleventh five"management stratagem and achieve the long-range objective?Based on this question this article proposed that "The eleventh five" management strategy of Valin Lianyuan steel through analyzing the environment factors.First, through analyzing the exterior macroscopic political and economical situation, we have discovered that Chinese economy will quickly and steady grow, but the guiding ideology and the way of growth will change radically.Then, through analyzing global steel and iron prospect and development tendency of Chinese steel and iron industry, we discovered that purchase and reorganization have become the main developmental way of international steel industry, and Chinese steel and iron enterprises are their objects. At the same time, the resources and the advanced technologies also become the effective method to obtain the competitive power, through analyzing the subdivided market of the Chinese steel and iron industry, we discovered that supply of Chinese steel and iron industry has already exceeded, and enterprise's strategic direction should change to enhance the technical content of product.Last,we proposed that the actual management strategy and corresponding implementation strategy of Valin Lianyuan Steel, and proposed the key aspect and the strengthened measure to realize these strategic targets.
