The 21st century is an epoch of knowledge economy. Compared with the epoch of industry economy, the problem of talents acquired unprecedented highly attention. Competition between enterprises is considered to be competition between talents rather than between products and technology. The quantity and quality of talents decide the development of an enterprise. Today, as the competition of talents becomes international and global, how should our nations' privately operated enterprises attract and sustain talents is an important problem that relates to the enterprises' continual and steady development. To solve the problem of human resource management, the sticking point is to establish and consummate enterprises' staff stimulus mechanism so as to achieve the goals of attracting external talents, sustaining excellent talents, stimulating useful talents, and improving the efficiency of the organization.This article is based on the foundation of clarifying the concept of the privately operated enterprises. First, it makes a review to the history of western management stimulus theory, and makes a systematic analysis to the concepts relating to the drive mechanism and its content system. Secondly, the article makes a deep analysis to the present situation and existing problems of the privately operated enterprises' staff, which enhances the understanding to the privately operated enterprise's stimulus mechanism. Finally, guided by western countries' management stimulus theory and coupled with privately operated enterprises' present situation, the article develops strategies to the problems existed in privately operated enterprises and makes a prospect to the future's staff stimulus.
