Study On Public Governance And Leak-out Of Financial Anti-poverty Fund

Chinese government has begun to take actions to fight against poverty since 1980s and has had a good performance on it. The poverty population have reduced and the poverty ratio has dropped dramatically. In the past two decades of years, Chinese government has put more and more financial funds into rural areas to fight against poverty. There has been a positive effect on the poor people's life. It was also very important to reduce the gap between rich and poor regions, at the same time it was helpful to develop economy in poverty areas.However, there are many problems during the anti-poverty process. Among them, the leak-out of anti-poverty funds is quite serious. They are transferred for other purposes during the process of distribution, passage and spending. The leak-out of anti-poverty funds not only reduces the effectiveness of the funds, stimulates the governance misconduct and corruption, but also damages the image of Chinese government, and does a great harm to the project of anti-poverty as a result. Since the anti-poverty funds are used ineffectively because of the leak-out, poor people can not benefit from them.This thesis tries to take advantage of public governance theories in order to find out leak-out problems during the use of financial anti-poverty funds, and then analyzes the causes to those problems. This thesis combines standard method and practice method to reveal the leak-out of government financial anti-poverty funds. By means of governance innovation for the governments and making criterions about the regulations of anti-poverty fund, based on the above analysis, and in accordance with the public governance concept, this paper aims to put forward a practical systematic design for a permanent cure of the problem from the macroscopic view of strengthening public governance and microscopic view of the management and operation of the funds. The research target is to provide reference for managing anti-poverty fund and spending financial anti-poverty fund healthily.
