Along with the depletion of natural resources, environmental pollution and ecological destruction and other intensified global crisis, inquiry of ways to solve the problems of economic development and to achieve sustainable economic development relying on scientific and technological progress has become one of hot spots of theoretical research in the field of technical and economic practice. The Jiangsu Provincial Committee puts forward technological innovation driven strategy as the core strategy of economic and social development more clearly considering the external environment and internal conditions comprehensively. Therefore, it is of great significance to establish the econometric model for in-depth study of the impact path of scientific and technological progress on sustainable economic development in Jiangsu Province by constructing the index system of the scientific and technological progress subsystem and sustainable economic development subsystem.Firstly, determine the research object, perspective and methods of this paper through defining the concept and connotation of scientific and technological progress and sustainable economic development and combing the related theory and literatures at home and abroad. Then select and optimize the initial indicators of scientific and technological progress and sustainable economic development by using factor analysis method, and establish the final index system. Finally, build different econometrics models to empirically analyze the path and regional differences of the impact of scientific and technological progress on sustainable economic development. On that basis, the conclusion of the study and the corresponding countermeasures and suggestions are proposed.At first, both the direct influence of scientific and technological progress on sustainable economic development and the regulatory role of scientific and technological progress environment are verified respectively in empirical analysis of this study. Besides, the direct and indirect effects of investment in science and technology and other variables on sustainable economic development when considering the former’s effect on scientific and technological output is tested and verified through structural equation modeling method as well. To ensure accuracy of results, the model parameters, the intrinsic quality of different models, and goodness-of-fit indices are calculated and analyzed respectively. The results show that:the level of scientific and technological progress, investment in science and technology; and scientific and technological output has a positive direct significant effect on sustainable economic development; Scientific and technological progress environment has a positive direct significant effect both on scientific and technological progress and on sustainable economic development, and the effect on the former is greater. The regulatory role of scientific and technological progress environment is verified and a certain substitution relations between scientific and technological progress environment and scientific and technological progress can be also revealed through further calculation; Direct effect of investment in science and technology on sustainable economic development is main while the indirect effect (affecting scientific and technological output firstly and then further affecting sustainable economic development) is weak. Besides, the direct effect of scientific and technological output on sustainable economic development is weak as well.Besides, through adding regional dummy variables into the regression equation in which scientific and technological progress is as an independent variable and sustainable economic development is as a dependent variable to analyze the regional difference of the impact of scientific and technological progress on sustainable economic development. Results show that: according to the initial level of economic development (constant term), southern, northern, and central of Jiangsu Province are Successively ranked from high to low and the level of southern area is much higher than that of northern and central of Jiangsu Province; According to contribution degree of scientific and technological progress on sustainable economic development (slope), central, northern, and southern of Jiangsu Province are successively ranked from high to low, and it means that scientific and technological progress in central and northern of Jiangsu Province has a higher degree of impact on sustainable economic development than southern. However, the differences between southern and the other two areas is significant while the difference between central and northern of Jiangsu Province has failed to pass the test of significance.
