For recent years, Chinese electrical power industry has undergone a rapid development with results of the second power generation capabilities and power generation in the world. Worthwhile, certain disadvantages are arose during the development of the present electrical industrial organization that can flexibly adapt to the economic development of socialistic market. Accelerating the process of reforming electrical industry becomes the pressing requirement of further development of electric industry.Among various aspects of electric industry reform, electric power industry in countryside is of great special importance. In principle, countryside electric power industry should adopt the integrated scheme with a single power supply entity in a administrative country. However, in the process of electric power integrated management, as important participants, Company of National Power Grid and the local power supply company generally face a serious problem that it is necessary to integrate resources of both sides including human resources, power supply resources, power supply areas, organizations, businesses and assets, etc.Based on the theories of Merger and resources integration after merger, and human resource management, with investigating the realities of reforming electrical power industry, this study is impressed upon the human resources integration problem in the process of countryside electric industry targeted at integrating management scheme. As respected, a series of human resources integration strategies are proposed to support the practical decision.Firstly, the theory of merger and resources integration thereafter and the theory of human resource are reviewed and analyzed, to determine the roadmap and methodological framework, with respect to the importance of human resource integration. Secondly, the state of countryside power industrial management, especially in Chongqing, is discussed, while the principles of innovation are clarified. Thereafter, practical solution and its features are summarized with stressing upon some problems. Finally, the human resource integration is deeply studied.This study is of certain values to countryside electrical power industry reform. And, for using some theories about company merger and resources integration, it also attributes to the related academic research.
