In 21st century, the knowledge economy occupied the leading position of international economy. With the rise and development of the knowledge economy, the way of management of the enterprise has changed from the production management of the industrial society to the innovational management and the knowledge management of the era of knowledge economy.At the same time, with the market economy constant completion and promotion of every the last process of accession to the WTO of our nation, the opening gradually of every profession and trade door, the competitions of enterprises are aggravated day by day, the complexity and uncertainty of the environment of an enterprise are increasing constantly either, more and more enterprises have already realized soberly that manage the importance which deal with the challenge through improving. Who can fully excite staff's job enthusiasm; excavate staff's latent energy, who can hold an advantage position in the market competition. Because of lacking management system and management through of domestic enterprises, they run into a great deal of difficulties among keen competition day by day. But during the process of introducing the international and advanced experience of management, establishing a theories of people, because of the difference of the great background and particularity of each enterprise, while turning performance theory and external experience to concrete, effective operating actually into oneself, they meet a great deal of problems. Performance Management is a process for establishing a shared understanding about what is to be achieved, and how it is to be achieved, and an approach to managing people that increases the probability of achieving success.
