Compared with the ordinary road, the expressway has a significant differentialeffectiveness. The reason for road users to select the expressway is to save their time, the costof driving and enhance comfort. The consumption of expressway is non-competitive andexclusive in appropriate technical conditions, which belongs to the typical quasi-publicproduct with social welfare and marketability. For the road users, toll standard which is toohigh will result traffic transfer that the expressway can’t play the role of social welfare. Forthe expressway operator, toll standard which is too low will not be able to achieve theintended financial objectives that the commodity can’t be reflected in the expressway. Areasonable toll standard can play social benefit and economic benefit maximally under theprinciple of fairness among tolled vehicle. Along with toll cancellation of the ordinary gradehighway, the differential efficiency of expressway is significantly reduced, and the toll incomecannot compensate for operation expenses. Therefore, a reasonable assessment of tollstandard for existing expressways should be taken to discuss the existing toll standard canplay economic benefit and social benefit maximally under the new situation or not.This paper adopts the method of combining theory with practice, the business-ownedexpressway ’s connotation and the extension was defined, and conducted in-depth analysis ofindustry characteristics and enterprise features into the operating characteristics of the statusof the domestic and international business-owned expressway franchise analysis as thestarting point, through qualitative and quantitative analysis and case analysis summarizes theinternal relations between the influencing factors business-owned expressway developmentfees and various influencing factors. Based on reference to the case of existing operating tollroad pricing adjustments, business-owned expressway pricing adjustment method is putforward, which is suitable for domestic highway management current situation and externaldevelopment environment, according to the domestic and foreign highway pricingadjustments theory and methods. UE model is adopted to forecast traffic volume of all typesof vehicles on all expressway segments on the background that traffic volume is transferredfrom expressways. And, adjusted price can be calculated by pricing adjustment model usingtoll income computed by traffic volume as input parameter. At last, business-owned expressway in Guangxi is taken for empirical analysis using the model introduced by thispaper. Pricing adjustment scheme for Guangxi is promoted, which provides evaluationstandards and judgment method for government’s business-owned expressway pricing.
