A Study On Standardization Management Of Tendering And Bidding For Hangzhou Urban Green Engineering

Tenders and bids was an important method to arrange and obtain projects under the market economic, which had become a effective way of making the most of social resources. Invitation to tender and bid was also adopted in the construction of urban green in Hangzhou city, but it was not perfect and it was important to study.In this study, on the basis of descibation of the achievement after the trying out of public tenders system, pointed out the main problems, the author introduced the extension theory recognized the factors that influenced the bidding standard management and evaluated that how standard the tendering and bidding procedures were.(1) The achievement after the trying out of public tenders system was described, the main problems in bidding standard management were pointed out on the basis of talks and the enclosed questionnaire.(2) The method of radiation tree and method of decomposing chain was integrated into the new method of dependence tree, the factors that influenced the bidding standard management were recognized according to'Law of the People's Republic of China on Tenders and Bids'and'Provisions of Zhejiang Province on Tenders and Bids Management'and'Operation Rule of Hangzhou Urban Green Construction on Tenders and Bids Management'.(3) The method of extension was innovatively applied to establish the evaluaton model of the bottom factors, extension synthesis model. At the same time, AHP was applied to portray the relative weight of the factors of every level and Matlab was used to compute number. Then the methods and the model were applied to t a representative case. The evaluation showed that invitation pubic bidding was very non-standard, evaluating of tender was non-standard, bid opening and assessment and deciding were standard, which abstracted the main factors from all factors obtained by talks and the enclosed questionnaire using scientific methods. Followed, the causes of the non-standard tendering and bidding were analyzed briefly.(4) Some suggestion were brought forward to standardize tendering and bidding procedure such as to establish available prompting and restriction mechanism for the procuratorial agency and perfect qualifications examination way, set up the bid assessment committee under laws, establish mechanism to keep away moral risk for the bid assessment committee.
