| Construction project invitation of bids and tenders is an important bargain method in our country construction market. Especially in procedure of choosing the enterprise for contracting, invitation of bids is the main way to guarantee the competitors fair competing, besides, by invitation of bids and tends the owner can choose the most suitable enterprise to construct project and obtain the best investment result.The paper analyses and researches the process, development of our country's bidding and the foreign bidding pattern from the conception, signification, practical status of the construction project bidding, then it points out the developing trends of the bidding in the future. The emphasis is to study the method of evaluating bidding aiming at the problem consisting in the construction bidding of our country, such as index-composing, weighty-confirming, bidding-evaluating. The paper gains some research results, such as decision-making model for bidding-evaluating, how to quantitative analyses indexes, system evaluating. At last, this paper accounts for the fuzzy bidding-evaluating course by an example.The peper has made progress in the following aspects:1. Introducing the general development situation of construction project bidding institution in our country, analyzing the bidding condition and the existent questions, and studying bidding patterns between our country and overseas, then taking some explores to improve management of bidding.2 . Summarizing the general process to set up bidding-evaluating model. Predigesting the huge index system from the experience basing on the thinking of systems engineering, making the new indexes autocephalous and also can reflect the information of the former index system.3. Applying the method of AHP to confirm the index weight.4. Putting forward the multi-index fuzzy evaluating method on the base of comparing previous methods, reducing randomicity and man-made influence in the course of the decision. |
