On Problem And Countermeasure Of Making Use Of Surplus Labor In Rural Areas In Private-economy-developed District

How to transfer and make use of the surplus labor in rural is the important aspect to solve the problem about peasantry and improve the domestic economy. Many factors make the problem in private-economy-developed district show itself the different characteristic, such as the reforming of rural system, the development of agriculture, the economy development and industry frame regulation, the urbanization course, and so on.This paper takes Jiaojiang district of Taizhou and the private enterprises in as example to analyze the characteristic and problem of transfer and use of surplus labor in rural in private-economy-developed district, combining the qualitative analysis and fixed quantify study, and discusses the countermeasure to solve when all comes to all.After studied, we find out six restrictions when the private-economy-developed district making use of the surplus labor in rural, they are system bug, economy factor, weak absorb ability in town, the different need between the labor supply and demand, lack of transfer information, behindhand concept. The private enterprises also have the specialties such as enough capital, develop potential, required quality, distribution without reason, culture should be constructed.Corresponding, we bring forward three policy advices: bring the government function into play, combine the using of surplus labor with training to advance the competition ability in the area of human resource, enhance the peasant vocational education to entirely advance desirability and competition ability when applying for a job.
