Labor relations is one of the most important social relations in the social and economic relationship, which is closely linked to the economic development, social stability, the improvement of living standards of the people. Therefore, the problem of labor relations has been the major social issues in the world all the time, which has become a hot topic among researchers. With the rapid development of economic globalization, the variety of high-tech industry is emerging, which lead to labor relations challenges for all the countries in the world. Governments all over the world should make efforts to take appropriate methods to establish practical coordination mechanism for labor relations and harmonious and stable labor relations so that economic development can be promoted ultimately.Private economy has developed rapidly through sixty years’ economic construction, it has been gradually developed into an important component of the socialist market economy from the so-called "fringe economy" and is becoming a major driving force to promote economic growth. Practice has proved that the private economy play an important role in attracting private investment, increasing jobs opportunities, promoting the optimization of the ownership structural change, as well as promoting the process of urbanization and industrialization. However, with the rapid development of the private economy, a lot of problems is exposed to the internal relationship of private enterprise gradually, especially labor relation issues.In foreign countries, from Carl Marx, Sidney and Beatrice Webb to John R.Commons, they made study from different perspective disciplines which were fruitful, and format distinctive labor relations theory. Based on this, a lot of Western scholars get different conclusion from different positions and understanding of the phenomenon, which at last lead to the formation of five representative opinion.They are the neo-classical school, the school system, the management school of thought, the freedom of reform and school of thought. In previous studies, the scholar Sang Dewo published a book named "Labor relations:process and results" in1987, in which theoretical model of labor relation was proposed. Domestic labor relations research started late, but made good achievements, their research mainly focused on two aspects: one is foreign labor relations; the other one is labor relations of state-owned and private enterprises in china.Based on theoretical and practical perspectives, System research and analysis was made on the labor relations of private enterprises in Enshi. I summarized the status of the Enshi autonomous prefecture private enterprise labor relations and found the existed problems of Enshi private enterprise labor relations.Through the data, and ISM analysis results and the advanced experience of foreign countries, policy was recommended, which is helpful for the development of private enterprises in Enshi.Through research on private enterprise labor relations in Enshi, following is the problem the quality of business owners and workers, the basic rights and interests of workers and the labor rights of workers:weak legal consciousness between employers and employees; low wages of workers, low rate of signing of labor contracts, lack on labor protection for workers, imperfect social security system, low unions degree. In the last, combination with characteristics of regional economic t and the development of private enterprises of Enshi, using of interpretative structural modeling analysis, learn from the advanced experience of foreign countries in establishing labor relations adjustment mechanism for labor relations, and existing problems, the countermeasures are putting forward:by optimizing the industrial structure to improve the economic efficiency of private enterprise in Enshi; prefecture employees of private enterprises to further improve the social insurance rate; strengthen the social responsibility of private enterprises; establish and improve trade unions; strengthen labor laws and regulations of private business owners and workerstraining and propaganda; strengthen the government’s labor supervision and law enforcement; Tripartite Consultation Mechanism.
