Since the 1990s, the employee turnover of state-owned enterprises has become an all-concerned hot topic. Because the traditional state-owned characteristic of state-owned enterprises enables the employee turnover become not only an issue of enterprises, but also one of government and society.Through screening and analyzing the history of employee turnover of state-owned enterprises, this dissertation completely grasps the development network of employee turnover. At the same time, this dissertation systematically researches the situations and problems of the current employee turnover further from three areas, input, internal turnover and output of employees. Research shows that the current employee turnover of state-owned enterprises is still in the change from completely planned turnover to fully market one at this stage. So, current employee turnover is both directed by plans and markets, which means it is in compliance with the market mechanism in the employee's input, but the planned mechanism in its output. Further research indicated that the rationality of both planned and market turnover exists at this stage, which authenticates it is not advisable to expose the employee turnover into the market completely. Subsequently, the dissertation suggests that the management of employee turnover should "do something" but "not do everything " ,which requires that on one hand, we should face problems in employee turnover and take effective measures to solve it, on the other hand, the radical way of exposing the employee turnover into the market completely should be turned down.
