The formulation of recycle economy, has offered a kind of new thought for it. Recycle economy means setting up the circulation mechanism utilizing natural resources fully in the human activity of production, bringing human activity of production into natural ecological environment to achieve double purpose which are development of economy and maintaining of natural ecological circulation. Recycle economy is a kind of new mode of economic development which make man entreat the earth kindly, it is a kind of ecological economy in essence. It emphasize that we should utilize resources and protect the environment most effectively, which is shown as " Resources --Products -Regenerated resources " style of development of economy and make sure " minimizing disposal of pollutants, reclamation and innocuity of waste product" of production and consumption, obtain the greatest economic benefits and environmental benefit with the minimum cost.
