Industry Policy Analysis Of Regional Recycle Economy

As high-speed development of economy in China, we are facing challenges of resources dry-up and environmental degradation and we should explore new concept system and theory. So developing recycle economy vigorously has become necessary choice to settle these problems. Developing the recycle economy is a profound paradigm innovation and a significant practice to implement sustainable development strategy. At present, the development of recycle economy has made some achievements in some areas, but it is still at the stage of study on its industrialization, marketing and regional concentration of the cyclic economy. It has no sound achievements on its operating model and industry policy objects. All of these are far from requirements of vigorous development of the recycle economy in national "the 11^th Five year" plan.Firstly, the paper starts with discussion of system structure and operating model of the regional cyclic economy. And then on the basis of compositional analysis on development of the cyclic economy in China and developed countries and combining the characteristics of regional economy it brings forward a system structure and ideal operating model of the regional cyclic economy, and further studies its coupled mode design. Secondly, combining the operating mode of the cyclic economy the paper improves the existing policy analysis model in three aspects. With this as a basis, the paper then brings forward industrial policy aim of the regional cyclic economy and analyses industrial policy simulation, which offers strategic policy support to develop the regional cyclic economy and technological and theory support for sustainable development of region and establishment of a people-oriented cyclic region. Finally, the paper discusses industrial policies of the cyclic economies in areas of Beijing, Tianjin and Hebei.
