For a long time, the unified human resources management system has been carried out in our country. The enterprises have no power to invite and manage applications for a job, also pay no attention to the important effect that the reasonable human resources management and its inspiring system had on the talents competition. The latest years, the government has not directly managed the enterprises. Because of the lack of the reasonable instruction and effective practice experiences and also the inertia of the original system, the domestic enterprises, especially the state-owned enterprises, have not made the essential progress in the human resources reforming, and also can not meet the requirement of market economy development, also take no advantage in the strongly talents competition during the economy globalization.By carrying out research and analysis on the original human resources system of the Second Sub-company of Daqing Oilfield Ltd., this paper obtained the conclusion: the disadvantages of the original human resources system are in four aspects, one is the organization hugeness and the function intersecting, the second is the low income, the third is the improper training method, the last is that there is no effective inspiring system. With the modern management methods, this paper finds the root of disadvantage existing in the enterprise management. Based on the research and analysis, take the following measures to improve the original human resources system of the Second Sub-company: make organization reconstruction by production management mode; design the new salary system by the salary theory of market economy; work out the training scheme by the scientific method; check the performance by the X theory of Mc.Gregor.At last, a new, high efficient, scientific designed human resources management system can be set up with a good training scheme and inspiring methods, which will be a reference for the other enterprises, especially the state-owned enterprises, to achieve the competition advantage in the era of knowledge economy and economy globalization.
