At present,China’s economic growth rate has slowed down,and the downward pressure on the economy has increased.The decision to secure a decisive victory in building a moderately prosperous society in all respects and promote the comprehensive revitalization of the countryside is entering a critical stage.The transformation of China’s economic structure has made Henan’s agricultural development with the agricultural economy as the primary industry facing a severe test.So far,the rural population in Henan Province is seriously depleted,and the overall education level of farmers is low.The skill level of the rural population is seriously inadequate for the needs of agricultural modernization and new rural construction.Therefore,by analyzing the characteristics and modes of vocational skills training in rural populations,it is of practical significance to summarize and promote a group of effective human resources training models with distinctive characteristics.Through investigation,it is found that the rural population in Henan Province has a poor understanding of skills training and insufficient internal demand.The model of industrial skill training is also led by government institutions.The training content is practical agricultural production skills and non-agricultural employment skills.The reasons for the status quo are:(1)institutional factors,which are manifested in the imperfect legal system,inadequate implementation,low proportion of government investment and failure to form institutionalization and training management system.(2)Structural factors,manifested as the shortage of skilled talents does not adapt to market demand and the skill structure does not adapt to industrial restructuring.(3)Economic and social development factors,manifested by insufficient government support,relatively low level of farmer industry skill training in Henan Province,and lagging behind social development in teaching research and reform.In response to the above problems in the training of rural population skills in Henan Province,the countermeasures and suggestions for the training of skilled human resources in rural characteristic industries in Henan Province were put forward.In terms of the system,we will solve the institutional obstacles and optimize the training environment by optimizing the rule of law environment,increasing investment in capital resources,optimizing government functions,and adjusting operational modes.In terms of industrial structure,we will grasp the market demand and accelerate the adjustment of industrial structure by establishing modern distance education system,utilizing resources from higher agricultural institutions,and relying on agricultural science and technology institutions to build application systems.In the economic and social aspect,we should increase investment in human resources development,create a high-end technical talents training base relying on agricultural colleges and a specialized grassroots training base,and form an agricultural technology promotion system.At the same time,it is necessary to improve the follow-up service work during the training.Finally,the benign development of human resources training in the new industrial characteristics of rural areas in Henan Province will be realized.
