It has become one of the hotspots in our society to enter the tourism industry for private capitals since 1990, and the exploitation of scenic spots is the focus of this dispute. Because different kinds of tourism spots have different property rights, several disputes occur during the change process of management mode, such as the transfer of scenic spots' commercial right, the trend of privatization of public resource and so on. Researchers in academe mainly support this issue, meanwhile they have deep-concern on the shortage of private capitals, but serious differentiation comes out from government departments. As the main operation mode for entering tourism spots of private capitals, it has especially important meaning to research the whole-leasing mode. We should take excessive-angle, wide-sight, and complete-fix consideration to the research. Especially for some much disputed questions from practice, we need to survey with systemic methods and point out the way to solve them.From the combined aspects of management mode of tourism spots and investors' property rights, this paper discusses a series of questions that private capitals develop tourism spots as whole-leasing mode, and points out some modified measures to perfect the mode at the same time. Attempting to solve the practical problems from theoretic aspect, the paper establishes a modified mode which is based on practice and aimed at detailed problems.This paper consists of five parts: Chapter 1 Preface; Chapter 2 Summarization of Relative Research from Domestic and Overseas; Chapter 3 the Systemic Study of the Whole-leasing Mode for Private Capitals; Chapter 4 the Case Study from Two Domestic Tourism Spots; Chapter 5 Epilogue.
