The Assets' Liquidating And Disposing In The System Changing Process Of The Institutes Of Scientific Research

The document of the "Opinion for Implementation on the System Transformation of the Institutes of Scientific Research in Jiangsu Province", which was established by Jiangsu Province in 2000, is drew apart the prologue to the system transformation of the institutes of scientific research in Jiangsu Province. According to the request, all the institutes of applied scientific research need to be industrialized, such as being changed to technology-orientated enterprises, being merged into other enterprise, services-orientated enterprise as well. The institutes of scientific research, which are public welfare-orientated, need to carry out the classified reform. Hereinto the institutes focusing on both public welfare-orientated research and application, or the institutes which mainly provide public services have to industrialize if they have ability to get into the market; Those who engage basic research or just provide public services, are not able to gain economic benefits and have to be supported by the government, still run and manage as nonprofit institutions. During the system transformation, the related works have to be done legally, including liquidating and evaluating assets, defining the property right, peeling off and disposing assets. According to the request of the system of modern enterprises, the objectives have to be surely achieved, such as the clear property right, defined rights and duties, separated administration from business as well as scientific management.However, since long-time the institutes of scientific research have many problems in assets management owing to some kinds of reasons. During the system transformation, the important and practical problems which have to be researched are as the followings, how to enhance the assets management, how to liquidate all assets including intangible assets and to define the flowing direction and ascription of the assets, how to dispose state-owned assets by peeling off business assets legally according to the procedure, so as to assure the completeness of the state-owned property and legally rights of the enterprises' investors in the process of the system transformation.
