Research On Property Rights Of State Owned Assets In The Administrative Departments

At present ,the management of state owned assets in the administrative departments is inefficient, the loss of assets is serious, and the management system still has many deficiencies and problems. With far-reaching reform of governmental organizations and economic system, the reform of state owned assets in the administrative departments can not be neglected while property rights reform is pushing actively in the state owned enterprises. To strengthen the management of state owned assets in the administrative departments will help to optimize the distributed structure of non-operative state owned assets and to give full play of its social efficiency.First of all, this thesis generally describes the survey of state owned assets in Xiamen administrative departments, and analyses the property right of state owned assets and the deficiencies in administrative departments are. In the end, this thesis puts forward preliminary ideas and some measures to improve the reform of property right of state owned assets in Xiamen administrative departments. This thesis is divided into three parts.The first part outlines state owned assets in Xiamen administrative departments. Firstly it briefs the general situation of state owed assets in countrywide administrative departments. After that it mainly illustrates the general situation, industrial allocation and recent development features of state owed assets in Xiamen administrative departments by charts and diagrams. Finally On the basis of analysis on the ownership of state owned assets, it comes to a basic conclusion that it is the unclear belongingness of property rights which leads to multiple supervision and low efficiency. THE SECOND PART ANALYZES DEFICIENCIES OF STATE OWED ASSETS'PROPERTY RIGHTS IN XIAMEN ADMINISTRATIVE DEPARTMENTS BASED ON PROPERTY RIGHT THEORY. FOUR MAIN DEFICIENCIES ARE MENTIONED AS FOLLOWS:(1)VARIOUS PROPERTY RIGHT'S ENTITIES, UNCLEAR PROPERTY RIGHT'S BELONGINGNESS;(2)UNREASONABLE PROPERTY RIGHT'S STRUCTURE, CROSSED SUPERVISION AND FUNCTION;(3)INCOMPLETE REGULATIONS OF PROPERTY RIGHT'S MANAGEMENT, INEFFECTIVE PERSONNEL PROMPTING SYSTEM;(4)LACKING FOR MANAGENMENT OF INTANGIBLE ASSETS AND RELATED SYSTEM. The third part puts forward tentative improvement measures to the deficiencies of state owned assets in administrative departments. These measures include: (1)Confirming fiscall departments the ultimate proprietorship, designating the propertyright's entity;(2)Optimizing the property right's structure, dividing supervision and function;(3)Improving the property right's system, restructuring the personnel prompting and restrained organism.(4)Attaching importance to property right's management of intangible assets, establishing property right's system of intangible assets.
