Human resources, as the key variant to the enterprises’devolepment would influent the policy decisions such as business scope, management mode, operation mechanism, etc. then effect the enterprises’operational performances fundamentally. Here then on, we will study a certain enterprise as an example to study human resource analysis and diagnosis, and combination with business realities to provide the human resource optimization scheme.This case originate from the logistic part of a Large state owned enterprise (SOE), during the SOE’s reforming procedure, how to separate the "enterprise run society" part, it’s always the focus of study. During this case studying, the author are trying to through the external and internal factors analysis, human resource diagnosis, combination with development planning, from human resource management angle, in according with the overall train of the thoughts of smoothly changing, provide the suggestion and planning scheme, then do valuable exploration to deepen SOE’s reforming continuously.
