Telecommunication in rural area is a great challenge in the development of telecom industry and agriculture modernization of China. It is hard to achieve the universal access more and more. Cuntong Project is the current solution to Universal Service established by China government, and its principle is "doing it independently", while Universal Service Fund is considered to be the best solution to Universal Service by Study entities. To make a final decision to solve Universal Service problem of china, requires deep understanding about the cost of construction and operation of Universal Service in rural. The traditional measurement about cost mainly based on the historical fiscal information about cost which relies on the apportionment of total fiscal cost. In the process of telecom industry from monopolization to the competition with regulation, it's impossible for the foundation to be the basis of cost compensation and service price making because of the 'information asymmetry' about cost between regulator and operators and that historical fiscal information can't embody the influence of new technology, market competition and regulative prompting.For the high proportion of access network in the construction, especially in rural, the thesis mainly study the computer cost proxy model which simulates the telecom network in rural drawing on engineering model; measures the cost of access network under different technical condition, such as cable, optical cable and SCDMA, in rural on the basis of telecom structure and network elements by simulating datas; and gives the scale of total cost of Cuntong Project and its relevant Universal Service Fund. In this study, author finds that the cost of SCDMA is much less than the cost of cable in scale economics, while situation is totally different in non- scale economics, such as Cuntong Project, because of the lower limit of pratice. Author hopes this conclusion could contrubte to the final plocy making decision of China Universal Service solution.The following five chapters consist of the main body of the thesis. Chapter One introduces the telecom development in rural in China since 2000, including the achievement and the gap among the east, middle and west of China. Chapter Two introduces the method of measuring telecom cost on an engineering computer cost proxy model. Chapter Three introduces the structure of the local telecom network including wireline and wireless, analyzes the network elements in access network and suggests the parameter. Chapter Four puts forward the cost model of access network, imports the geographical revisable parameter α and technology advanced parameter β and does the case study according to the typical access distance in different area of China. Chapter Five discusses the application of the result about cost in the Cuntong Project and its relevant need of Universal Service Fund.
