Since the rapid development in 1990's, the rural countries' communications in China has got tremendous achievements. In 1990, the number of rural countries' telephone subscribers was just above 1,460,000, only 0.29% of total rural countries' families. One latest statistic report from MII(Ministry of Information Industry of the People's Republic of China) said, up to the Oct. 2006, the number of rural countries' fixed telephone subscribers had came to 116,241,000, and 94.4% of administrative villages had fixed telephones. But there are still many problems in the further development of rural countries' communications: extending communications gap between rural countries and cities; unbalanced development among eastern areas; extremely low revenues in rural countries. The development of rural countries' communications in China is a long-last, arduous and complicated process. Only with the whole community efforts, we can solve the problems. This paper bases on project calculation theory, model rural access networks, write simulation programs, which is hoped to help rural access networks research and universal service research. At last, apply the simulation program to do researches on networking costs and operating costs of VSAT.China haven't applied global popular policies—universe services fund system, but distributed universe services targets to carriers. This action would result in disproportion problems, which will be between deposition post (coustructed rural network cost) and addition cost (new rural network cost). Basing on project calculation ways, this paper has build rural communication cost calculation models, programmed these models and applied the program to calculation networking cost and operation cost of VSAT network. It is hoped that these researches can help rural communication research and universe services policy making. Meanwhile it is hoped that these researches can establish the ground for telecommunication regulation economics.This paper consists of five chapters. Chapter One reviews the rural access networks development, such as great achievements, some problems. Chapter Two introduces some theories on the areas and research review on this area. Chapter Three models four main networks models. Chapter Four considers several main factors and revises the models. Chapter Four considers several main factors and revises the models. Chapter Five devises the computer simulation flows, plan networks elements data construction, calculation networking costs and operation costs.
