Rural telecommunication engineering is a crux in the cause of China's telecommunication. At present, it is still very hard to realize a wide access of rural telecommunication, and it will become even harder in the future. The majority of the administrative villages without rural communications are mainly in the west of China, especially in the western mountainous areas. The study of communication construction cost in western mountainous areas can be a reference to the research and constitution of China's rural universal service policies in the future.In the communications construction in western mountainous areas, the investment in access network is very huge. Therefore, this paper, based on the cost agent model and the actual engineering construction data available, makes an approximate calculation on the construction cost of both the optical fiber access mode and the SCDMA wireless access one, by taking into account the communications structure and network element structure. Upon the analysis, the author discovers that the geographical conditions and the distribution of target users are the decisive conditions in choosing the technical method of access. If the geographical conditions are good, and the target users are resided scatteredly, SCDMA wireless access mode enjoys a relatively lower overall construction cost per line. If the geographical conditions are bad, and the target users who are not forming a large scale, are of centralized residents, optical fiber access is preferred for its overall construction cost per line is comparatively low.The paper has five chapters. The first chapter briefly presents of the current status of rural communications development in western mountainous areas in China, as well as the prospects of informationization development after the implementation of Great Western Development strategy. In the second chapter, the paper introduces the common communications access methods and communications network structures in western mountainous areas in China, including wired network and wireless network. Besides, the author classifies the network elements comprising the access network, and set up a universal calculation model for communication network cost. The third chapter features the major characteristics of rural communications construction in western mountainous areas in China. In the fourth chapter, the author, by using the methods described in engineering economics, makes an estimation on the per line cost of both optical fiber access mode and the SCDMA wireless access mode of communications network in a typical western mountainous areas. In addition, the paper analyzes the influences on per line cost in terms of different geographical conditions and the distributions of the users. Chapter Five puts forward that optical fiber access mode and the SCDMA wireless access mode of communications network have the applicable condition respectively.
