Research On Progress Management Of Tibet Telecom Universal Service Project

In order to narrow the digital divide between urban and rural areas,the Telecom Universal Service Project is implemented in remote rural areas according to the requirements of the Ministry of Industry and Information Technology and the Ministry of Finance.As one of the pilot provinces of telecommunication universal service project,the implementation of telecommunication universal service project in Tibet Autonomous Region is to implement the decision-making and deployment of the Party Central Committee and the State Council.It is an urgent need to speed up the construction of rural infrastructure and narrow the "digital divide" between urban and rural areas.It is also an important measure to "adhere to shared development and strive to improve the well-being of the people",and it is also an important measure for the state to promote equalization and overall planning of public services.The coordinated development of regional economy is an important grasp to help poverty alleviation in poverty-stricken areas.In order to achieve the above goals,it is very important to do a good job in telecom universal service engineering management.In order to study the universal service project of Tibet Telecom,this paper discusses the definition of project management,the content of project management and the development process of project management.At the same time,it expounds the professional knowledge of project management from the aspects of project organization and management,project progress management,especially from the concept and goal of project progress management,the principle of project progress management and project progress.The method of degree management,the main factors affecting project progress management,the compilation of project progress plan,the execution and control of project progress plan,the relationship between project progress management and other management are described in detail.Progress management,cost management and quality management are the three major elements and also the three major objectives in project management.The quality of project progress management will directly affect the work of the workers.The quality management and cost management of the project also directly affect the achievement of the project objectives.The Telecom Universal Service Project in Karuo District of Changdu City,Tibet,has the characteristics of large-scale investment,scattered construction sites,wide implementation scope,complicated personnel involved in the project and various coordination matters.How to manage the progress of the project with quality and quantity under the premise of cost control is particularly important.In this paper,the main subjective and objective factors affecting the progress management of the project in the process of construction are found through the study of the actual case,and these factors are analyzed in detail.The basic theory and knowledge of project management are used,and the engineering management tools such as bar chart and WBS project decomposition are used to combine qualitative and quantitative methods to deal with these effects.The factors of project progress find solutions one by one,so that the project can be completed in advance with quality and quantity.Finally,this paper summarizes the main factors affecting the progress management of the project and the measures taken to solve them,and forms relevant conclusions.Through the analysis and discussion of practical cases,this paper has obtained some practical engineering management experience of telecom universal service project,which is worth learning later,and also provides practical reference for the smooth development of telecom universal service project in the future.
