In the society of knowledge economy, knowledge has become a primary element of modern enterprises' operation in that the enterprises' survival and development mainly depend on the possession, creation and utility of knowledge. Peter F. Drucker viewed knowledge as the critical economical resource and a main or even the only resource of competitive advantages. Therefore, the knowledge worker, the owners of enterprises' knowledge capital, have become the core of human resource and at the same time act as the most important driving force to create value for the enterprises. This phenomenon is more obvious in the hi-tech enterprises, because workers in such enterprises are often knowledgeable ones who are of higher culture quality and mainly engaged in the brain labor, and many things like business processes have ingrained in the brains of knowledge worker and the functions of people and their knowledge have promoted in production. Thus, how to motivate the knowledge worker to make greater contribution to the development of enterprises by arousing their enthusiasm, bringing their subjective initiative into play, developing their potential and improving the utility effectiveness of talents is becoming an urgent problem facing with the managers in the enterprises of China.This paper first introduces the relating theories of motivation, human resource capital, psychological contract and so on, which makes a theoretical foundation for studying knowledge worker motivation. It then presents the concepts and characteristics of hi-tech enterprises and knowledge worker, and points out that the design of motivation mechanism and strategy for knowledge worker should be based on their features. After this, it proposes the main problems and the reasons they exist in knowledge worker motivation in modern hi-tech enterprises by analyzing the current situation. It also integrates the demand elements of knowledge worker on the basis of China and other countries' exploration and analysis of such elements. At last, the paper concludes the basic motivation strategy for knowledge worker, and points out which strategy should be adopted under different variants.
