Science and technology are the primary productive forces, and innovation is the primary competitive force. Innovation is the key to improve the scientific and technological level. Technological innovation in essence, is the ablilities of enhancing productivity through innovation capability, and enhancing the use of technology solutions to the major issues of economic and social development.Technological revolution is changing the world economic and social development models, such as the ever-lasting development of information technology, biotechnology, has changed people's lifestyles and has changed the way of competition among States and regions and enterprise. Sustainability of development in a region that lies in the possibility of controlling the emerging new technologies, and propelling innovation continuously in the region. It can be said that technology innovation has become the engine of local economic growth. Regional technical innovation is the key factor of regional economic growth and regional industrial development.Chongqing is a heavy industry city where traditional industries have a very large proportion. Facing the increasingly fierce global and interregional econnomic competition which is based on technological innovation, enhancing technological innovation capacity is an extremely important strategy in front of the Chongqing municipal government. Revealing regional characteristics of technological innovation and thus establishing reasonable regional economic and technology policy is of great significance for Chongqing. Enhancement of regional capacity for technological innovation is the sustained power for the economic and social development. Employing the establishment of indicators for technological innovation evaluation and the research technique of combining qualitative analysis and quantitative analysis, I make good progress in the analysis of Chongqing advantages and shortcomings of technological innovation which is the purpose and significance of this thesis. The theory of thechnological innovation is a foundation for research and analysis. With a consideration of the characteristic of economic and social development in Chongqing, a set of scientific and applicable evaluation indictor system was established. The principle component analysis method was used to the empirical research and analysis of Chongqing technological innovation capacity.
