Since the Reform and Opening in China, various businesses have got the substantial development, and overall national strength has being strengthened. Now China has started a new phase of development for building a well-off society. In the recent seven years , based on the development of Western China, Yangtze. Three Gorges Project and municipality effect ,Chongqing national economy and social business have been rapidly developed. Yongchuan is gradually becoming the economic center of the upper reaches of Yangtze River. Yongchuan, as the original government of western Chongqing got some development in the past few years.,However, compared with the regions around, it is not satisfactory. Facing the coming more competitive competition and rapid development, how to successfully develop and construct regional economic center of western Chongqing as fast as possibly, especially how to develop industry to support regional economic center as a high-speed of quality, is a mission for all of theYongchuan people.By reviewing and analyzing Yongchaun's economic developing course andreferring to the research methods of national competition, and by adjustment and increase slightly, this article sets up a target system made up of nine big factors and 31 small indexes which is fit for the comparison of the county's comprehensive competition and can be used to compare and evaluate the comprehensive competition of Yongchuan and surrounding cities such as Wanzhou, Fuling, Hechuan, Jiangjin, Luzhou, Zigong, Neijiang,etc. in order to find out Yongchuan's comparative advantages; At the same time, this article analyzes the opportunities and challenges Yongchuan faces in its development and its own advantages and disadvantages. Applying the SWOT analyzing method, it clears off the environmental effects on Yongchuan's industrial development gradually and puts forward Yongchuan's industrial developing strategies from now to 2010, that is to put forward one target, apply three biggest measures and carry out five big strategies. The target is to build up a strong new Yongchuan and make a regional economic center of western Chongqing. The strategies are strong industry strategy, big city strategy and new operating strategy.
